Joseph Kernan delivers his remarks while assuming command of U.S. Naval Forces Southern Command (NAVSO) and U.S. 4th Fleet, during a change of command and fleet reestablishment ceremony held on board Naval Station Mayport. Fourth Fleet is the numbered fleet assigned to NAVSO, exercising operational control of assigned forces.
